A satirical comedy about the popularly known character from Soviet film “Carnival in Moscow” Serafim Ogurtsov

Now he is busy working on laying out the city park, where he is going to appearance of new beer outlets. This is not liked by young people led by the scientist Anokhin. Pretending to be a foreigner, under the guise of a certain island governor, he appears at Ogurtsov’s. He, proud that he “entered the international level”, fawns in every possible way and tries to curry favor with him... The carnival performance continues.
